NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of a Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., January 16, 2025

The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 3 minutes per agenda item.
I. Call meeting to order and establish a quorum
II. Invocation & Pledge of Allegiance
III. Roll Call of Departments
IV. Consider and approve Minutes of previous meetings
V. Consider and approve monthly Financial Reports
VI. Consider and approve monthly Payment of Bills
VII. Old Business
- Consider, discuss and possibly approve any pending items regarding the remodel of the training facility
- Consider, discuss and possibly approve anything pertaining to radio communications in the District
- Consider and possibly approve the ESD buying the necessary computer to regen the District’s trucks
- Consider and possibly approve a list of personnel for building access control
VIII. New Business
- Consider and possibly approve letter of engagement from Morgan LaGrone, CPA, PPLC for 2025
- Consider and possibly approve letter of engagement from the Carlton Law Firm
- Adjourn Regular Session & Convene Executive Closed Session. The Rusk County Emergency Services District #1 reserves the right to adjourn into executive session at any time during the course of a meeting to discuss any of the matters listed below and take action, if necessary, on items discussed in executive session, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.087 (Economic Development)
- Adjourn Executive Session and Reconvene regular meeting session
- Consider and possibly approve any action to be taken as a result of Executive Session
- Consider and possibly approve concrete bids for the Tatum VFD
- Consider and possibly approve 2025 vehicle bids for the Reklaw VFD and the Rusk County Rescue Unit
- Consider and possibly approve amending the 2024 budget to reflect the Sales and Use Tax revenue collected from June through December 2024
- Consider and possibly approve the purchase of a set of tires for the Carlisle VFD engine 1
- Consider and possibly approve replacement cost for 11 SCBA masks that failed certification for the Carlisle VFD
- Consider and possibly approve the purchase of 6 sets of dual cert gear for the Henderson FD volunteers at a cost of $5,818.98
- Consider and possibly approve reimbursement to the New Salem VFD for tender repairs completed in 2024 at a cost of $2,350.00
- Consider and possibly approve reimbursement to the New Salem VFD for cost of member’s EMR certification not covered by grants. Cost of $560.30
- Consider and possibly approve direct payment to Siddons Martin for repairs to the Overton VFD county engine at a cost of $24,341.26
- Consider and possibly approve paying for the second Carlisle VFD department member that went on the tender inspection; and in the future, to pay for 2 members from a department to go on inspection trips. Cost of $1,400.00
- Consider and possibly approve adoption of policy for the interior of building
- Consider, discuss and possibly approve bids from the New Salem VFD for a new station
- Consider and possibly approve the purchase of the old city hall building for the use of the Mt. Enterprise VFD
